I would like to use 2 Phidget 0/0/4 for power control (no problem here) but at the same time 1 Dontronics for starting lights, it´s thats possible with PCLC?

Unfortunately this is not possible with PCLC , i see that you have a 0/16/16 interface kit....0/16/16 have digital output and so it's possible to control starting lights with that digitial output. Maybe this relay will work with 0/16/16 : http://www.phidgets.com/products.php?product_id=3051
Maybe Foiler or Mainlinehobbies have other reference of relay for 0/16/16...hope they will read this topic

I will modify Pc Lap Counter to separate the option for power control and starting lights, so it will be possible to use phidget for power control and dontronics box for starting lights. Actualy i'am in vacation...i will start the modification in September

During a little coffee break i made the modification so now you can use separate device for power control and starting lights:
