Suggestion: Send pause on/off indication via COM

I'd like to switch on small lights around the track when the raced is paused. Is it possible to send a code via COM (for my arduino) to indicate when a pause started and finished?

Maybe something like this exists already. But I couldn't find it.

It already exists: in the arduino protocol http://www.pclapcounter.be/PcLapCounter_arduino_protocol.pdf look at the "Race Clock" (in the output protcol section page 5)

that's indeed what I need - how often is this message sent? Is there one with each begin/end of the indiviual phases, in my case the pause phase in particular?
