I cannot see where to enter partial laps. Does someone have a screenshot of this feature as we use it extensively in our club?

this functionnality is available since version 5.05 of Pc Lap Counter:

in the toolbar click on the "Update" button, in the update window enter fraction of laps in the column "Penalty" like here:
