I would like to see an option that when a driver runs out of fuel, he would goto 1/2 speed.

Is your point that a driver who runs out of fuel is not penalized enough? From a program stance creating a Out of Fuel penalty routine could be used across the board not just for those using an interface capable of reducing power.
