add lap count to serial output (Arduino) [done 5.31]

I would like to suggest adding Lap Count information to the serial output instructions.

[LCnn0] lane nn has zero laps completed.  Could be sent at start of race when car crosses S/F line.

nn = 00 to reset all lanes to zero.

[LCnn1] lane nn has completed a lap (increment lap count).

If there is need/method to impose penalty, could use [LCnn2] as penalty (decrement lap count).
