Add new racer during qualifying session

Hello
I prepare my PLC for event. I want to add new  people during qualifying race. After this I want to have 5 best racer and make final race.
I need
- Add new racer during qualifying session
- Automatic start next segment  in qualifying session but save best i.e.10 result
- wholesale reduction in speed for all drivers during the race
- fInal race with auto restart
- Automatic printout after the end of the segment

I hope this is possible but I can find how to do it
