If I understand your needs correctly, you could use (1) Phidget 0/16/16 card along with (6) relays wired to (6) of the digital output channels of the Phidget 0/16/16. The Phidget 0/16/16 digital outputs can control a maximum of 30 Volts & 2 Amps. This is why you would need the (6) additional relays.
Each of the (6) relays would need to be rated for your track power requirements (20 Volts/5 Amps)
Your other option would be to use (2) Phidget 0/0/4 cards, since these cards have built-in relays that are each rated at a maximum of 100 Volts/5 Amps. Since (2) 0/0/4 cards would give you a total of "8" output channels, you would have (2) extra channels after wiring your track power.
However, the Phidget 0/16/16 card is much more flexible since this card offers a maximum of (16) digital inputs as well as (16) digital outputs. The Phidget 0/0/4 card (as the model number implies) offers "0" digital inputs.
