when you have that problem did the 'on' column was checked or not
Checked mean that there is power on the track and OFF mean no power on track (controled by Pc Lap counter).
When you have that problem and column 'on' is checked it mean that power is not cut by Pc Lap Counter and maybe there is a hardware problem or other problem.
Other thing to check is the column 'pitstop laps' in the race setting, normaly this column have to be set to zero, otherwise the Pc Lap Counter will simulate a pitstop and will cut the power during the time specified in the pitstop lenght field (second tabpage on the race setting screen).
